A joint meeting between the European Parliament and national Parliaments, "The Parliaments on the Way to Lisbon", taking place in Brussels on 31 January and 1 February 2006, is set to reinforce the Parliamentary dimension of the Lisbon Strategy. The Parliaments will evaluate progress made on the Lisbon reforms and contribute to improving the implementation of these reforms.
According to Othmar Karas MEP and Marianne Thyssen MEP, EPP-ED Group Vice-Chairpersons and responsible for the Lisbon Strategy as well as Klaus Heiner Lehne MEP, Parliament's co-rapporteur on the Lisbon Strategy, Lisbon has become a household name. Public awareness about this issue has increased tremendously, which is clear evidence that the efforts of the European Parliament and the European Commission have been going in the right direction.
"We want the Lisbon process to develop from a political manifesto to a controllable and reviewable action programme for the whole European Union and all its Member States. Everybody has to know exactly what to do and until when. The common market still has a lot of potential to offer for our future - let us unchain it from its still existing barriers", said Karas, speaking at the beginning of the debate in the name of the EPP-ED Group.
In the 2005 Spring European Council, the EPP-ED group called for focus on economic growth and more jobs. Noting with satisfaction a better delivery with regard to refocusing of Lisbon, the EPP-ED stresses the need for targeted action. "We, in the EPP-ED group, do not want to write a telephone book, but rather set priorities", said Mr. Lehne.
A long-term perspective needs to be formulated regarding issues of energy, demography and innovation and research. Increased investment in the effectiveness of energy technology has to be complemented by a better energy mix to ensure independence of any single source. Challenges put forward by demographic change and an ageing population are to be tackled. Finally, innovation and research are the cornerstones of wealth creation and strengthening the EU's competitiveness.
Among other issues emphasised by Mrs. Thyssen and Mr. Lehne is the importance of better regulation and carrying out of independent impact assessments in order to guarantee balanced and realistic European legislation.
Mr. Lehne also highlighted the need for a structured and coordinated implementation of Lisbon. "We appreciate that there are 25 National plans, but the Commission should try to coordinate them so that in the future they would converge towards comparable structures" he said.
"The Parliaments on the Way to Europe" has as its objective a full exchange of information and wide-ranging discussion on 'best practice' for achieving growth and jobs. The National and European action plans will be analysed and debated in order to achieve set goals of the Lisbon Strategy. It is a further confirmation of the commitment to bringing about economic, social and environmental policies that will ensure sustainable development in the European Union.
