Greater London Authority: Londýn získá 5 miliard USD od Climate Initiative, aby jeho budovy byly čistší a zelenější

The Mayor of London today (Wednesday 16 May 2007) joined with President Clinton and mayors from cities across the world to announce the creation of a global Energy Efficiency Building Retrofit Programme – to cut carbon emissions by making existing commercial buildings more energy efficient.

Nearly three quarters of emissions in the capital come from energy use in buildings, making it a real priority to improve energy efficiency. The Mayor, speaking at the C40 cities climate summit in New York outlined how London could save millions of pounds and five million tonnes of CO2 each year – about ten per cent of London's total emissions – if every commercial and public sector building takes up the offer to become more energy efficient. The 900 buildings run by the Greater London Authority group alone, could save more than 50,000 tonnes of carbon emissions each year, and save at least one million pounds through lower energy bills, providing more money for investment in public services.

The Energy Efficiency Building Retrofit Programme developed by the Clinton Climate Initiative with the C40 cities brings together four of the world's largest Energy Service Companies (ESCOs), five of the world's largest banks and fifteen of the world's largest cities. The programme will offer building owners a package with three elements: (1) an energy audit to quantify current energy use and emissions from a building and recommendations on a full range of measures to reduce them, (2) a comprehensive, discounted offer of goods and services guaranteed to deliver the identified reductions, and (3) finance to pay for the works, paid back through the guaranteed energy savings.

This initiative will deliver a real economic benefit for participating public sector and commercial organisations, typically leading to annual energy savings between 20 and 50 per cent. The initiative also creates opportunities for London's businesses that provide energy efficiency building services, since it will draw on subcontractors in each of the cities where the partnership operates.

Mayor of London Ken Livingstone said: 'This is why we set up the C40 cities climate group. By harnessing the collective might of 40 of the world's largest cities, and through a partnership with the Clinton Climate Initiative, we are now able to deliver major opportunities for London. We could not have achieved this on our own. Today's announcement will help us to achieve our target to cut emissions from Greater London Authority group buildings by 20 per cent over the next three years. But the full opportunity is much larger - nothing less than to 'green' London's entire major building stock - commercial and public sector. If every building in London were to take advantage of this offer we would cut 5 million tonnes of carbon from London's 44m tonne annual carbon footprint.

'Businesses and public sector organisations can make significant financial savings by making their buildings more energy efficient, but up to now have been put off the complexity and costs of procuring an array of different products and services. This programme will take out the hassle, cut costs and for the first time provide a comprehensive building retrofit programme.

'London's business want to be green and this also provides a real commercial opportunity for the capital's businesses to be at the heart of the low carbon economy, providing the services that London needs to dramatically boost its energy efficiency. This initiative could not have been a success without the co-operation of the cities involved and the Clinton Climate Initiative, who have cleared away the obstacles to make this happen.'

'Climate change is a global problem that requires local action,' said President Clinton. 'The businesses, banks and cities partnering with my foundation are addressing the issue of global warming because it's the right thing to do, but also because it's good for their bottom line. They're going to save money, make money, create jobs and have a tremendous collective impact on climate change all at once. I'm proud of them for showing leadership on the critical issue of climate change and I thank them for their commitment to this new initiative.'

The Mayoral group – which includes the Greater London Authority, London Development Agency, Transport for London and London's police and fire services – occupies almost 900 buildings across the capital, including office buildings, training sites, and fire and police stations. These premises produce 0.18 million tonnes of CO2 each year, which is one per cent of London's commercial sector emissions.

The Mayor is committed to accelerating the programme to reduce carbon emissions which is already underway across the Mayoral group including installing energy efficiency measures in buildings, low–carbon energy supply (including Combined Cooling Heat and Power and on –site renewables), staff behavioural change and green procurement. The Mayor plans to work closely with London's public sector to work to bring down emissions.

The Clinton Climate Initiative will be open to any businesses, which are interested in signing up to this offer, this is not just the public sector organisations.

2. The C40 Large Cities Climate Summit, is being held from 14-17 May 2007 in New York City and is designed to help Mayors deliver action in combating climate change. To that effect, the summit will bring together an unprecedented number of mayors from major cities, their senior staff and business leaders. A comprehensive programme of interactive sessions has been created to ensure that delegates can share best practices and identify collaborative projects all aimed at tackling climate change.
3. The C40 Large Cities Climate Leadership Group was set up by the Mayor of London with the express objective of reducing greenhouse gases from urban areas. In order to achieve this, the C40 entered into a partnership arrangement with the Clinton Climate Initiative, whereby the Clinton Climate Initiative would develop programmes that would help cities drive forward action.
4. The initial group of fifteen of the world's largest cities that have agreed to participate in the retrofit programme are London, New York, Chicago, Houston, Toronto, Mexico City, Berlin, Johannesburg, Delhi, Karachi, Tokyo, Seoul, Bangkok, Melbourne, and Sao Paulo. The participating energy services companies are Honeywell, Johnson Controls, Siemens and Trane. The participating banks are Citibank, UBS, Deutsche Bank, ABN AMRO and JP Morgan
