A report on how to reduce the killing of dolphins by tuna fishermen was adopted by the European Parliament today with 473 votes in favour, 6 against and 11 abstentions.
"What we can reasonably hope for is that the incidental mortality of dolphins caught in purse-seine nets will be down to zero, or close to it", Duarte FREITAS (EPP-ED, P), the report's author, said. "The Parliament is convinced this can be done without affecting catches of tuna and related stocks."
The EU's signature on the Agreement on the International Dolphin Conservation Programme (AIDCP) is a necessary step before the Union goes on to join the Inter-American Tropical Tuna Commission. This organisation regulates fishing in the East-Pacific, one of the most important regions for tuna fishing.
This agreement, signed by 15 contracting parties so far, has three main priorities:
* to monitor the dolphin population and levels of dolphin mortality linked to tuna fishing.
* to study the causes of dolphin mortality during fishing operations and to promote fishing techniques and gear to minimise these.
* to assess the impact of different fishing models on the whole pelagic ecosystem.
"I believe this vote will constitute a safeguard to fisheries activities in the agreement's zone and at the same time will open a discussion about eco-labelling and fisheries products certification schemes", Duarte Freitas said. "Equilibrium is reachable between the eco-systems preservation and socio-economic interests related to the fisheries sector".
