The Sixteenth Meeting of the Parties to the Montreal Protocol (MOP) and its associated meetings will be held in Prague, Czech Republic, from 17 to 26 November 2004 (Hotel Hilton).

The issue of ozone depletion was first discussed by the Governing Council of the United Nations Environment Programme (UNEP) in 1976. A meeting of experts on the ozone layer was convened in 1977, after which UNEP and the World Meteorological Organization (WMO) set up the Coordinating Committee of the Ozone Layer (CCOL) to periodically assess ozone depletion. Intergovernmental negotiations for an international agreement to phase out ozone depleting substances started in 1981 and concluded with the adoption of the Vienna Convention for the Protection of the Ozone Layer in March 1985.
The Vienna Convention encourages intergovernmental cooperation on research, systematic observation of the ozone layer, monitoring of CFC production, and the exchange of information.
The Montreal Protocol on Substances that Deplete the Ozone Layer was adopted in September 1987. It was designed so that the phase out schedules could be revised on the basis of periodic scientific and technological assessments. The Protocol was adjusted to accelerate the phase out schedules. It has also been amended to introduce other kinds of control measures and to add new controlled substances to the list.
Governments are not legally bound until they ratify the Protocol as well as the Amendment. Unfortunately, while most governments have ratified the Protocol, ratification of the Amendment and their stronger control measures lag behind.

Highlights of the global gathering on the protection of the ozone layer in Prague:

1. Science Symposium: "Challenges and Perspectives - Ozone Layer Protection"
19 November 2004, Palace of Foreign Affairs, Ministry of Foreign Affairs, Prague
Among speakers will be two Nobel Prize winners (chemistry), senior UN officials, senior governement officials and academics.
The Science symposium is sponsored by the Government of the Czech Republic, the UN Environment Programme (UNEP) and the Government of Mexico.

2. The 16th Meeting of the Parties to the Montreal Protocol, 22-26 November 2004
In session from 10.00 to 13.00 and 15.00 to 18.00 hours in the Congress Hall, Hotel Hilton. For all registered delegates.

In his message to the up-coming meetings, Czech President Vaclav Klaus says:
"It is for the first time when the Czech Republic will be the place of the session of the highest body of the one of the most important global environmental agreements. The Vienna Convention for the Protection of the Ozone Layer of 1985 and the Montreal Protocol on Substances that Deplete the Ozone Layer of 1987 are the first global agreements covering in integrated manner the issue of the preservation of the Ozone Layer - so vital for the life on the Earth, the issue of the duality of air, safe management and transboundary movement of chemicals and environmentally sound management of waste.
