Today, Thursday, the European Parliament passed new draft legislation in first reading known as REACH (Registration, Evaluation and Authorisation of Chemicals).The draft legislation will improve consumer and environmental protection, key aims of the EPP-ED Group.

Parliament approved, by a broad majority, the key EPP-ED group proposals on the registration of chemicals, which is at the core of the regulation. However, Liberal, Green and Socialist Members combined to introduce a great deal of unnecessary red tape into REACH. The Council of Ministers is likely to turn this down in its common position. The EPP-ED Group will in second reading prevent the reintroduction of the proposed overbureaucratic unworkable rules.

EPP-ED spokesperson Oomen-Ruijten MEP said after the votes: "The new regulation is a mammoth operation. It should lead to more protection of the environment and more protection of human health while at the same time enhancing industrial competitiveness. Regrettably a combination of Greens, Socialist and Liberal Members rendered the authorisation system of the draft Regulation unworkable and far too bureaucratic. I thus look forward to Parliament's second reading where, in line with the expected Council position, we will remove this anomaly from the text."

Parliament voted for the introduction of a complex system of renewal of the authorisation every five years in which chemical products must undergo the whole procedure again and again. The EPP-ED Group proposed a system based on a scientific risk approach. In this view authorisation should be granted with no time limit if the risk of the chemical is adequately controlled. The time for this review process should be determined on a case by case basis at the point of granting the authorisation for the first time.

"The chemical industry is of vital importance to the EU. It is worth €440bn per year. 1,3 million people are employed in 27,000 companies. The new chemical regulation will restore confidence in the sector and in the use of chemical substances. To date, there is a lack of adequate information on the environmental and health impact of most of the chemicals used in industry today. Currently, around 40 European directives are governing the sector. As a result of the regulation, more than 30,000 substances, including their most important characteristics, will be registered at the European Chemical Agency within 11 years." concluded Oomen-Ruijten.
