Klub ELS-ED v EP: Bezpečnější hračky: restrikce vůči ftalátům v hračkách a výrobcích pro děti byly přijaty
MEPs on the Committee on the Environment, Public Health and Food Safety voted today (14.06.05) by an overwhelming majority on restrictions on the marketing and use of certain dangerous substances and preparations - phthalates in toys and childcare articles, a serious health issue. On the basis of Antonios Trakatellis' (EPP-ED rapporteur) draft recommendation for a second reading in view of the Council's Common Position for adopting the directive, the Committee endorsed the total ban of the use and marketing of three phthalates, DEHP, DBP and BBP, in all toys and childcare articles with concentrations higher than 0.1% of the mass of the plastic. These substances are classified by the Scientific Committee (CSTEE) on the basis of carcinogenic and mutagenic risk assessment.
In its Common Position for the three aforementioned phthalates, the Council imposed a ban for all toys and childcare articles, but as regards the other three phthalates, DINP, DIDP and DNOP, restricted the ban on their use and marketing in toys and childcare articles intended for children under three years of age and which can easily be placed in the mouth.
The compromise amendments which were adopted, provide restrictions of DINP, DIDP and DNOP in all toys and childcare articles that can be placed in the mouth of children, secondly, the Commission puts forward guidelines in order to facilitate the provisions on restrictions in toys and childcare articles insofar as they concern the condition "which can be placed in the mouth by children" and finally, the introduction of a clear warning "Contains phthalates - Not to be placed in the mouth" on a label which is easily legible and in an indelible form for the parents and other persons who care for children.
Mr Trakatellis stressed the need for protecting children's health through restrictions on these substances and to provide appropriate information with labelling for toys and childcare articles.
The Directive will be voted in the Plenary Session in July in Strasbourg and will probably go to conciliation between the European Parliament and the Council.
