Continuing the EPP-ED Group Study Days in Rome, yesterday afternoon's session was dedicated to the topic of "Europe Facing Globalisation". Chairing this part session, EPP-ED Vice-President Marianne Thyssen MEP underlined in her opening statement the necessity of ensuring the implementation of European values and identity in a globalised world.

Again, the EPP-ED Group assembled a high-ranking array of prominent speakers. Giulio Tremonti, Italien Vice Prime Minister and Minister for Economy and Finance, Renato Brunetta MEP, Economic Adviser to the Italian Prime Minister and Vice Chairman of the Committee on Industry, Research and Energy of the EP, the mayor of Milan, Gabriele Albertini MEP, Patrick Messerlin, Professor of Economics at the Institut d`Etudes politiques (Sciences-Po) in Paris as well as Hanns R. Glatz, Delegate of the of the Board of Management of DaimlerChrysler, took the floor.

Renato Brunetta MEP focussed in his statement on the question of energy supply in Europe and its context with the goals of the Kyoto protocol to reduce 5 % of C02 until 2006. “Today Europe is dependent on fossil energies. To be able to reach the Kyoto goals we have to move forward to reach a better energy mix. The EU is at a cross road: We have to secure our energy supply, but we also need a better infrastructure to get more independent from imports and we need to reduce C02-Emmissions on a long term run”, said Brunetta.

For Giulio Tremonti Europe should more act like the three Musketeers: "All for one and one for all, not everybody for himself and nobody for the others. Globalisation has reached Europe quite some time ago and Europe was not prepared at all. The Union has too many rules and costs. Useful rules are an investment, but artificial rules are going the wrong way. The constitutional structure of Europe is weak. Since we started the discussion on the European constitution, we did not move along too much. But we need this constitution, that much is out of the question. What we also need are new solutions for our new problems. The Lisbon agenda will simply not be enough”, said Tremonti.

Prof. Messerlin concurred in seeing Europe at a crossroad: “The EU has to choose between whining or winning. A successful economic globalisation needs good governance. There will always be winners and losers of the globalisation. But antidumping is a bad instrument”, Messerlin underlined. For Hanns Glatz globalisation has only one primary effect: “It exposes everything to competition. It is difficult and contra productive to apply protection against globalisation. The EU can manage it's impact on globalisation either in a proactive or a reactive way”, Glatz stressed. “The American society is more mixed and competitive prone than Europe. But globalisation will not destroy sustainable European Social Models. There are anyway only two solutions: Either by increasing birth rates or by accepting more immigration. Forecasts tell us that Africa's and India 's population will grow and the US will stay constant. But China, Japan and Europe are prone to age and shrink. Demographic change is the key and Europe should be well aware of that fact”.
