The Balkan region energy supply is a key issue for the EPP-ED Group. This became clear at the yesterday debate on the "Energy situation in Bulgaria and on the Balkans" initiated by EPP-ED MEP Vladimir Urutchev and supported by the Bulgarian Nuclear Forum and Bulgarian media. Before being elected as MEP, Urutchev has been the Chief Engineer for the now closed units of the Kozloduy nuclear power plant.
MEP Urutchev said: "The impressive arguments of my colleagues and experts and the dramatic effect of the "Restart Kozloduy" film, witness for a growing and worrying, but solvable energy crisis in the Balkan region."
According to the accession treaty to the EU, Bulgaria was obliged to close down the 3rd and 4th units of the Kozloduy nuclear power plant, which led to energy imbalance in South East Europe. The broadcasted film "Restart Kozloduy" added to the discussion assessments of independent international experts, who raised their voice in favour of the safety of the plant and of reactivation of its whole capacity.
Ari Vatanen, EPP-ED MEP commented: "We in Europe must admit we made a big mistake. We are supposed to make rational - not ideological - decisions which are detrimental to general interests. By reversing our closure decision the EU would regain the respect in the eyes of Bulgarian people."
In simple terms, the European Commission required the closure of these units, based on safety concerns in the beginning of 1990. Despite countless improvements and positive independent assessments, including a conclusion of the European Council (Peer Review on Nuclear Safety in Bulgaria, November 2003), that no more monitoring was necessary, the European Commission will not support a review against today’s criteria.
MEP Eija-Riitta Korhola said: "It is difficult for the European Council to delete its decisions, but amending is always possible."
In conclusion, Urutchev appealed to the Slovenian Presidency, whose key priority is the Balkan region, to work for the Council support for a review of the 9 year-old closure agreement. "This is indispensable for overcoming the environmental, economic and human crisis, we face today," he said.
